Mexico City is a federal district divided into 16 delegaciones (boroughs) and thereafter into smaller units or 350 colonias (neighborhoods). The 16 boroughs of the federal district are semi-autonomous. The head of every borough is simply called "head of borough" (jefe delegacional) who is elected by the residents via direct vote. As is the case with a lot of big cities, the structured decentralized and many parts of the city have their own downtown area. But the easiest way to get around the city is to think of it in terms of districts.
